This allows Photoshop to open video formats MOV, AVI, MPEG, and MPG. It is available for download at the Apple website here.
The video clip to be converted.
If the video you’d like to use is not compatible with Photoshop/Quicktime, AVS Video Converter 6.2 is highly recommended.

Let’s Begin
Go to File > Import > Video Frames to Layers… and select the video file.
Check the Limit To Every # Frames and type in 3.
The view/edit the frames, go to Window > Animation.
Select the first frame, then hold Shift then click the last frame. All frames should be selected now. Right-click 0.04 sec (number may vary) and a drop-down menu will show. Select No Delay.
Go to File > Save for Web & Devices…
Make sure GIF is selected, Dither is 100%, and uncheck Transparent (if checked).
Then Save. Your final product should look like this!
Tips
Always test a GIF in a browser, such as Internet Explorer or Firefox.
The fewer frames used, the faster the gif will load.
If your GIF is slow, try loading fewer frames (ie. Limit to Every 4 Frames) and/or decreasing the delay (ie. No Delay, 0.01, etc).
Videos with large resolutions may result in slow loading. Try decreasing the image size by 75% or 50%.
